Ronald N. Jumper

Ronald N. Jumper was appointed to the Commission on May 27, 2026, by the Honorable Jay Costa, Minority Leader of the Pennsylvania Senate.

Mr. Jumper retired after more than thirty-three years of service to the Commonwealth of Pennsylvania.  During that time, he served in various capacities to the Senate Democratic Caucus and committees in the Pennsylvania State Senate including the following: Counsel to the Senate Democratic Caucus; Counsel/Executive Director of the Senate Judiciary, Banking and Insurance, and Veterans Affairs and Emergency Preparedness Committees; Counsel to the Senate Appropriations Committee; and Special Counsel - Senate Impeachment Trial Committee Impeachment of Justice Rolf Larsen, and Senate Impeachment Trial of District Attorney Larry Krasner.  He concluded his career with the State Senate serving as Chief Counsel to the Senate Democratic Caucus.

In those positions, he provided legal counsel to the Caucus and individual members, and drafted and reviewed all manners of legislation, rules, and regulations before the Senate as well as executive nominations.  Mr. Jumper’s legislative highlights include Transportation Funding; Court Funding, Municipal Pensions and Pension Funding; Comprehensive Revisions to State Employee and Public Teacher Pensions; Revisions to the Gaming Act; 911 Communications Enhancement Act; Access to Justice Acts; Court Interpreters Certification Act; Comprehensive Revisions to Act 47 Financially Distressed Municipalities Act; Establishing revised taxing authority for the City of Pittsburgh, as well as various criminal justice enactments.

Additionally, he participated in the representation of the Senate Democratic Caucus in state and federal courts through the filing of amicus briefs or by assisting outside counsel with research and drafting in the representation of the Caucus including actions challenging the legislative enactment process, constitutional adoption process, impeachment challenges, court funding issues, school funding, lobbyist regulation, election issues, and legislative and congressional redistricting.

Mr. Jumper is a 1987 graduate of the University of Pittsburgh and a 1990 graduate of the Dickinson School of Law.
