Pennsylvania’s State Board of Higher Education (SBHE) is charged with adopting a strategic plan that will provide direction and coordination to support our remarkable colleges and universities to fully meet the needs of the Commonwealth. Throughout the spring of 2025, SBHE gathered input from over 1200 individuals via regional hearings, small group meetings and an on-line survey to inform the development of a draft strategic plan. A summary of public comments from this initial phase can be found on the SBHE website.
SBHE has now released the draft strategic plan, entitled Driving a Prosperous Pennsylvania: A Statewide Agenda for Higher Education. We seek additional public input to further strengthen the plan before it is finalized and adopted by the Board.
To that end, the draft plan will be available for thirty days for public comment--from December 18, 2025 through January 20, 2026, 5:00 p.m. EST. We invite your suggestions and input. Read the full draft plan.
Ways to Provide Input
The State Board of Higher Education has created several options for members of the public to provide constructive, practical suggestions on how the plan can be improved. Wherever possible, we seek input on strengthening specific elements of the plan.
Both organizations and individuals are invited to weigh in during the public comment period, which closes on January 20, 2026
Input can be provided in four ways:
- Electronic Survey: Complete the SBHE Strategic Plan Draft Public Comment Survey.
- Mail: Comments may be submitted via regular mail to the Pennsylvania State Board of Higher Education, 607 South Drive, Harrisburg, PA 17120. Please mark your envelope “SBHE Draft Plan Public Comment.”
- Public Hearing: A public hearing on the draft plan will be held on January 14, 2026, from 1:00-3:00 p.m., at the Forum Building, 607 South Drive, 3rd Floor, Harrisburg, PA 17120. Members of the public are invited to provide comments regarding the plan during this hearing. Individuals can participate either in-person or remotely. Register to attend a public hearing.
