Powering Forward: PennDOT Continues Investing Funds to Expand Pennsylvania’s Electric Vehicle Charging Network

PennDOT’s vision is to strategically deploy charging stations to support the development of convenient, accessible, reliable, and equitable EV charging across the Commonwealth of Pennsylvania.

The 2021 Bipartisan Infrastructure Law (BIL) provides states with $7.5 billion to help make Electric Vehicle (EV) charging more accessible to all Americans for local and long-distance trips. This $7.5 billion comprises the $5 billion National Electric Vehicle Infrastructure (NEVI) Formula Program and the $2.5 billion Discretionary Grant Program for Charging and Fueling Infrastructure.  

Over five years of the NEVI Formula Program, Pennsylvania will receive $171.5 million in dedicated formula funding to build a robust EV charging network to increase range confidence and accessibility. PennDOT is investing NEVI funds to expand the EV charging network through three focus areas – Corridor Connections, Community Charging, and Critical Investments. PennDOT’s vision is to strategically deploy charging stations to support the development of convenient, accessible, reliable, and equitable EV charging across the Commonwealth of Pennsylvania.

“Thanks to our team’s diligent work in 2023 and 2024, and Governor Shapiro’s persistent efforts to secure congressionally appropriated funding, we’re in a position to continue making EVs more accessible for Pennsylvania travelers,” said PennDOT Secretary Mike Carroll. "That quick action ensured Pennsylvania could adapt to national program changes while locking in investments for Pennsylvania.”

The NEVI State Plan was approved by the Federal Highway Administration (FHWA) in September 2025, and PennDOT received the Full Build-Out Certification later on that month. The build-out certification allows PennDOT to move beyond the initial phase of the NEVI program, which focused on building charging stations on the core network of interstate highways. Having received approval, the Shapiro Administration has moved forward with the community phase of the NEVI program, beginning with the Corridor Connections Funding Opportunity and continuing with Community Charging.

The Corridor Connections Funding Opportunity focuses on implementing EV charging stations along major roadways to strengthen long-distance travel outside of previously designated Alternative Fuel Corridors. These locations are expected to serve the communities and regions near the charging station locations. Projects funded from the Corridor Connections Program will improve range confidence for drivers who are considering travel with an EV throughout the Commonwealth of Pennsylvania.

In addition, the Community Charging funding opportunities will focus on deploying charging stations in communities and other prioritized locations in accordance with the priorities developed by transportation planning agencies throughout Pennsylvania and submitted to PennDOT. It supports one of PennDOT’s focus areas and will be made available in accordance with the 2025 PA NEVI Plan.

To date, the Shapiro Administration has opened more than 30 NEVI-funded charging stations, including 22 in 2025. Additionally, there are 53 additional stations in various stages of planning and construction.
