Complex Litigation & Litigation Consultants RFP

This request for proposals (RFP) provides to those Law Firms interested in submitting proposals for the subject procurement (“Offerors”) sufficient information to enable them to prepare and submit proposals for the Governor’s Office of General Counsel’s consideration on behalf of the Commonwealth of Pennsylvania (“Commonwealth”) to satisfy a need for complex litigation and litigation consultant services that may arise on an ad hoc basis.  Specifically, Executive Order 2015-2 provides that legal service or legal consultant contracts shall be awarded on a sole source basis only when it is clearly not feasible to utilize competitive bidding because of an urgency of need or other documented circumstances. Executive Order 2015-2 further provides that the Governor’s Office of General Counsel should develop a competitively bid list of pre-approved outside counsel for those situations. 

OGC-2026-02 Third Party Liability Counsel RFP

ONLY CERTIFIED SMALL BUSINESSES ARE ELIGIBLE FOR AWARD

The Governor’s Office of General Counsel has identified a need for TPL legal services relating to Medical Assistance (“MA”) reimbursement claims, including reimbursement related to tort claims and estate recovery litigation. The Engagement may include other general work as designated by the Department’s Chief Counsel or the Governor’s Office of General Counsel. 

The scope of work in this RFP includes legal representation and legal services related to the reimbursement of MA payments from tort claims and of MA Estate Recoveries on a statewide basis.

 

OGC-2026-03 Bond Counsel RFQ (SPSBA/PHEFA)

SPSBA and PHEFA have identified a need to establish a standing Bond Counsel Pool to be utilized by Schools to retain Law Firms as Bond Counsel in connection with the issuance of taxable and tax-exempt bonds by SPSBA and PHEFA on an ad hoc basis.    For purposes of this RFQ, the Commonwealth will select Bond Counsel for inclusion in the Bond Counsel Pool based upon the criterion set forth in this RFQ.  Because this RFQ is only intended to establish a pool of qualified Bond Counsel, there is no guarantee that any Law Firm included in the Bond Counsel Pool will be selected by a School to perform Bond Counsel work for any engagement or receive any work in connection with any engagement.

 

OGC-2026-04 Bond Counsel RFQ (OGC)

The Pennsylvania Governor’s Office of General Counsel (“OGC”) has established a general pool of qualified Law Firms to serve as Bond Counsel, from time to time, to the Commonwealth of Pennsylvania Office of the Budget and other agencies and authorities subject to the General Counsel’s authority, including but not limited to the Pennsylvania Economic Development Financing Authority; Pennsylvania Energy Development Authority; Pennsylvania Infrastructure Investment Authority; Pennsylvania Industrial Development Authority; Pennsylvania Higher Educational Facilities Authority; State Public School Building Authority; and the State System of Higher Education.  The Bond Counsel Pool will be reopened for interested firms to submit Statements of Qualifications upon request.  All interested parties should submit their qualifications for inclusion in the Bond Counsel Pool. If your firm is already included in OGC’s Bond Counsel Pool, you do not need to submit a response to this RFQ.  You will remain on the active list. 

 

OGC-2026-05 Specialized Financial Services Counsel RFQ (OGC)

The Pennsylvania Governor’s Office of General Counsel (“OGC”) has established a general pool of qualified Law Firms to serve as Specialized Financial Services Counsel, from time to time, to agencies and authorities (“Agency”) subject to the General Counsel’s authority in the following categories:  Specialized Securities Counsel (including but not limited to disclosure counsel, co-bond counsel and issuer’s counsel), Specialized Tax Counsel or Audit Services, Structured Finance/Capital Investment Counsel, and Specialized Collections, Creditor Rights and Bankruptcy Counsel (each, a "Category" and together, "Categories").  All interested parties should submit their qualifications for inclusion in the Specialized Financial Services Counsel Pool. If your firm is already included in OGC’s Specialized Financial Services Counsel Pool, you do not need to submit a response to this RFQ.  You will remain on the active list.
