The Pennsylvania Housing Finance Agency (PHFA) is seeking an attorney to assist the Chief Counsel in providing legal services related to PHFA programs and operations. Legal staff will assist the agency with day-to-day legal questions that arise as well as working directly with individual programs and departments. The position has an in-office requirement of 2 days a week (3 days during initial training).
What You’ll Do
The Pennsylvania Housing Finance Agency (PHFA) is a state-affiliated agency that works to expand access to safe, decent, and affordable housing for Pennsylvanians by providing financing and administering housing programs. Through affordable homeownership initiatives, multifamily housing investments, foreclosure prevention programs, and community development funding, PHFA helps strengthen communities and promote economic growth across the Commonwealth. In this role, the successful candidate will:
Serve as Counsel in representing PHFA in Court and Administrative Hearings.
Serve as Counsel in Agency meetings and discussions with Agency constituents and their counsel.
Respond to written and telephone inquiries from business partners, the public and legislators regarding Agency-related issues.
Review Agency contracts for form and legality prior to execution by the Agency.
Respond to subpoenas for Agency confidential documents and represent Agency staff subpoenaed for deposition or other testimony.
Prepare civil and criminal referrals for the Chief Counsel for review of Office of General Counsel and the Office of Attorney General.
Anticipate, propose and draft legislative, regulatory and policy language to further implement and/or amend the various statutes which affect the Agency.
Advise and assist the Chief Counsel in analyzing proposals, situation, litigation, and other matters which involve the operations and responsibilities of the Agency.
Advise and counsel the Agency regarding proposed legislation.
Who We’re Looking For
At least 3 years of substantive experience in contracts, procurement, or related transactional matters Experience may be gained in-house, in private practice, or in government
Strong analytical judgment and the ability to clearly convey legal advice
Excellent written and oral communication skills
Attention to detail and organizational discipline
The interpersonal skills necessary to build collaborative relationships with colleagues and clients
Required Qualifications
Applicants Must:
Hold a Juris Doctor from an ABA-accredited law school
Be admitted to the Pennsylvania Bar in good standing
