The Pennsylvania Governor’s Office of General Counsel (OGC) is seeking a licensed attorney to work in the Department of Revenue, Office of Chief Counsel (OCC). This position provides legal support to the Pennsylvania Department of Revenue, whose mission is to fairly, efficiently, and accurately administer Pennsylvania tax laws and the Pennsylvania Lottery programs. 

This position is based in Harrisburg and is eligible for hybrid work (three days onsite and two days telework). The selected candidate will be classified as either an Attorney 1, 2, or 3 Non-Supervisory depending on the level of relevant experience possessed by the successful applicant.

What You’ll Do

Attorneys within the OCC are responsible for advising the client on all matters related to the collection, administration, and enforcement of Pennsylvania taxes, as well as the administration of the Pennsylvania Lottery, which is a bureau within the agency. OCC is seeking an attorney to primarily work as counsel in the sales and use tax practice group. 

Counsel provides strategic legal advice and support to help Department staff achieve goals and objectives.  Counsel handles all administrative tax litigation for the agency before the Board of Finance and Revenue; prepares legislation, regulations, advisory opinions, bulletins, informational notices and Private Letter Rulings and collaborates with other attorneys, staff and various stakeholders on various projects as needed.

All work is performed independently and subject to minimum supervision.  Work assignments may range from routine to difficult and complex.

The successful applicant for this position must demonstrate:

• Excellent legal research, analytical reasoning, and legal writing skills.

• The ability to review appellate pleadings and evidentiary records, identify relevant legal issues, and develop proposed responses consistent with Department tax policy.

• Strong organizational skills, attention to detail, and the ability to manage multiple assignments while meeting deadlines.

• The ability to work independently, exercise sound judgment, and maintain confidentiality.

• Excellent oral and written communication skills, including the ability to present legal analyses to Department staff and communicate effectively in person, by telephone, and through video conferencing.

• Superior interpersonal skills, including the ability to build collaborative working relationships with a diverse group of clients and colleagues.

• Good work habits, including efficiency, reliability, and a willingness to expand one's knowledge and skills in an autonomous work environment.

• Litigation experience or knowledge of tax law is preferred.

Required Qualifications

Applicants Must:

• Hold a Juris Doctor from an ABA-accredited law school 

• Be admitted to the Pennsylvania Bar in good standing
