The Pennsylvania Governor’s Office of General Counsel (OGC) is seeking a licensed attorney with litigation experience to serve as a Hearings Examiner in the Pennsylvania Insurance Department’s (PID), Administrative Hearings Office. This position performs adjudicatory functions as delegated by the Insurance Commissioner with a mission to ensure fair and efficient resolution, in an adjudicatory setting, of disputes concerning insurance laws and regulations. 

The position is based in Harrisburg with occasional travel to Philadelphia or Pittsburgh. The position is eligible for hybrid work (three days onsite and two days telework). The position is classified as an Attorney 2 or 3 with salary dependent on the level of relevant experience possessed by the successful applicant.

What You’ll Do

This position reports to the Chief Hearings Examiner and conducts quasi-judicial administrative hearings involving healthcare appeals and other matters within the Commissioner’s adjudicatory capacity. Such matters include: appeals in rate regulatory matters, agent and company disciplinary matters, policy form disapprovals, Insurance Department interpretation and enforcement of insurance laws and regulations, workers’ compensation classifications, company acquisitions, liquidation and solvency matters, consumer complaints, insurance agency terminations, insurance policy terminations, pharmacy benefit cases, claims against funds administered by the Commissioner, and appeals from actions by Insurance Department personnel. 

Primary duties include conducting prehearing conferences; issuing subpoenas; ruling on procedural matters; presiding over hearings; ruling on evidentiary issues; reviewing and analyzing testimony, argument, briefs, and other relevant information to prepare proposed adjudications for the approval of the Commissioner; and other duties as assigned.

Who We’re Looking For

We are seeking a licensed attorney with litigation experience, ideally with a background in administrative and healthcare law. Experience in healthcare law is preferred, though not a prerequisite. The ideal candidate will exercise sound independent judgment, excellent oral and written communication skills (both in-person and remotely via phone and video), demonstrate strong organizational abilities, sharp analytical and problem-solving skills, attention to detail, and multitasking proficiency. Exceptional interpersonal skills are also essential.

Required Qualifications

Applicants Must:

• Hold a Juris Doctor from an ABA-accredited law school 

• Be admitted to the Pennsylvania Bar in good standing

• Possess at least 5 years of professional legal experience 

• Demonstrate litigation experience
