The Pennsylvania Governor’s Office of General Counsel (OGC) seeks a licensed attorney to work as an Assistant Counsel in the Department of Banking and Securities, Harrisburg.  The position will be classified as either an Attorney 1, 2, or 3 depending on the level of relevant experience possessed by the successful applicant. This position is eligible for part-time telework with an in-office requirement of three business days per week at the discretion of the General Counsel.

What You’ll Do

The Department of Banking and Securities regulates financial services, works to ensure consumers and businesses are well-informed about the marketplace, and promotes the safety and soundness of financial institutions.  Day-to-day legal matters for this attorney position involve advising the Department on all issues relating to the regulation of financial institutions including depository, non-depository and securities industries.  

Further focus will be on litigation relating to administrative actions and involves drafting and defending orders to show cause, imposing civil monetary penalties, bars, and other statutorily permitted sanctions. The attorney will also be expected to represent the Department in administrative hearings before the Department of State and, if needed, the appellate courts.  Additionally, the attorney may need to review and respond to record requests, review contracts, agreements, procurement related material, and assist in regulatory drafting.

Some knowledge of the non-depository financial industry and/or securities and banking regulation is preferred but not required.  Some experience with administrative law is preferred but not required.

Required Qualifications

Applicants Must:

• Hold a Juris Doctor from an ABA-accredited law school 

• Be admitted to the Pennsylvania Bar in good standing
