    The Pennsylvania Governor’s Office of General Counsel (OGC) seeks a licensed attorney to work as Assistant Counsel in the Department of Health (DOH) Office of Chief Counsel and advise Pennsylvania’s Special Supplemental Nutrition Program for Women, Infants and Children (Pennsylvania WIC Program). 

    This position will be based in Harrisburg and will be classified as an Attorney 1 or 2 depending on experience possessed by the successful applicant. In accordance with OGC policy, a hybrid remote / three-day in-office schedule may also be available at the General Counsel’s discretion.

     

    What You’ll Do

    The Pennsylvania WIC Program is a federally funded health and nutrition program that provides supplemental foods, health care referrals, and nutrition education for certain pregnant, breastfeeding and non-breastfeeding postpartum women, and to infants and children up to age five who are found to be at a nutritional risk. 

    The Pennsylvania WIC Program serves approximately 260,000 individuals and families each month and is a high-profile education and benefits program not only in the Commonwealth, but around the country.   

    Your responsibilities will include:  

    • Providing legal advice and guidance regarding program operations, proposed legislation, and federal and state regulatory issues  

    • Drafting, reviewing, and negotiating grants, contracts, and other agreements  

    • Reviewing and responding to records requests and subpoenas, including Right-to-Know Law (RTKL requests) 

    • Representing the Pennsylvania WIC Program in administrative hearings and appeals

     

    Who We’re Looking For

    An ideal candidate will have familiarity with or an interest in developing expertise in the laws and processes applicable to Commonwealth Government, including a focus on administrative advocacy, grants, contracts, and regulatory work.  The successful candidate will regularly interface with program officials as well as staff from other state agencies and offices.   

    This position requires excellent written and oral communication skills, attention to detail, excellent interpersonal skills, and the ability to foster trust and respect, including creating friendly and collaborative working relationships with colleagues and staff. The successful candidate must possess the ability to handle complex matters in a timely fashion.

     

    Required Qualifications

    Applicants Must:

    • Hold a Juris Doctor from an ABA-accredited law school 

    • Be admitted to the Pennsylvania Bar in good standing
