The Pennsylvania Health Insurance Exchange Authority (Pennie®) is seeking a highly motivated and collaborative attorney to join its legal team as an Attorney 2 within the Pennsylvania Office of General Counsel (OGC). Pennie® administers Pennsylvania's state-based health insurance marketplace, helping hundreds of thousands of Pennsylvanians access affordable, high-quality health coverage. This position is based in Harrisburg and offers a hybrid work schedule with the opportunity to telework up to four days per week, subject to operational needs and agency policy.
What You’ll Do
This position offers the opportunity to provide legal counsel on a broad range of matters affecting a dynamic public authority at the intersection of healthcare, government, and public policy. As an Assistance Counsel, the attorney in this role will:
Assist in contracting and procurement matters, including drafting, reviewing, and negotiating agreements related to procurements, intergovernmental agreements, MOUs, and other legal documents.
Assist in employment matters including litigation and matters involving union employees.
Provide litigation legal support in administrative forums, as well as in response to subpoenas and other legal matters.
Provide legal advice and guidance to the various program areas within Pennie
Who We’re Looking For
Pennie is seeking candidates who:
Have excellent written and oral communications skills, including attention to detail, and a capability to facilitate in-person and remote (e.g., phone, video conference) discussions.
Possess excellent interpersonal skills and the ability to foster trust and respect to support the friendly and collaborative internal working relationships with Pennie’s various program area clients.
Are able to work independently, with supervisory oversight, but will also be expected to work collaboratively as a team member with other Pennie attorneys, clients, senior agency leadership and vendors.
Required Qualifications
Applicants Must:
Hold a Juris Doctor from an ABA-accredited law school
Be admitted to the Pennsylvania Bar in good standing
Have at least 2 years of substantive experience in contracts, procurements, or related transactional matters OR have at least 2 years of substantive experience in labor and HR maters.
Have at least 1 year of substantive experience in administrative proceedings.
Be familiar with the insurance law or the ACA (preferable)
