The Pennsylvania Governor’s Office of General Counsel (OGC) seeks a Pennsylvania-licensed attorney to advise the Department of Health (Department) on day-to-day legal matters involving contracts, grants, procurement, data security, data privacy, and information technology (IT). In accordance with OGC policy, a hybrid remote/in-office schedule of three days in-office may be available at the General Counsel’s discretion. The position will be filled at the Attorney 1 or Attorney 2 level, depending on experience.
What You'll Do
Draft and negotiate contracts, grant agreements, interagency agreements, settlement agreements, and memoranda of understanding
Ensure proper execution and compliance with Department agreements
Develop standard agreement formats for program personnel
Conduct form and legality reviews of grants, contracts, purchase orders, and change orders
Provide legal advice concerning data security, data privacy, and IT matters
Who We’re Looking For
Candidates must have:
Strong analytical judgment and the ability to clearly convey legal advice
Excellent written and oral communication skills
Attention to detail and organizational discipline
The interpersonal skills necessary to build collaborative relationships with colleagues and clients
The ideal candidate brings;
Demonstrated experience drafting, reviewing, and negotiating complex agreements and transactional documents
Strong project management skills, including the ability to manage multiple matters and deadlines
Required Qualifications
Applicants Must:
Hold a Juris Doctor degree from an ABA-accredited law school
Be admitted to the Pennsylvania Bar in good standing, or plan to sit for the Pennsylvania or Universal Bar Exam by July 2026.
