The Pennsylvania Governor’s Office of General Counsel (OGC) is seeking to fill two licensed attorney vacancies to work in the Department of Revenue, Office of Chief Counsel. The positions provide legal support to the Pennsylvania Department of Revenue, whose mission is to fairly, efficiently, and accurately administer Pennsylvania tax laws and the Pennsylvania Lottery programs.
The positions are based in Harrisburg, with an expectation that the selected candidate will adhere to a hybrid telework model that requires on site headquarters presence in Harrisburg three days a week and remote work performed within the Commonwealth at an approved telework location for the remaining two weekly scheduled workdays.
The selected candidates will be classified as either an Attorney 1, 2, or 3 depending on the level of relevant experience possessed by the successful applicants.
What You'll Do
Attorneys within the Office of Chief Counsel provide strategic legal advice and representation to the Department on matters involving the collection, administration, and enforcement of Pennsylvania tax laws, as well as legal issues related to the Pennsylvania Lottery. Working closely with Department leadership and staff, attorneys support the agency’s mission through litigation, regulatory interpretation, and day-to-day legal counseling.
The position involves handling matters before administrative tribunals, state courts, and federal courts; drafting legal instruments related to delinquent tax collection; and advising on the interpretation and enforcement of the Commonwealth’s tax and collection laws. Attorneys independently manage assignments ranging from routine issues to complex legal matters with significant operational and policy implications.
Responsibilities also include preparing litigation filings such as appeals, petitions, briefs, and position statements, as well as developing internal legal memoranda and public-facing guidance, including private letter rulings, tax bulletins, and advisory opinions. Successful attorneys in this role demonstrate strong legal analysis, sound judgment, and the ability to provide practical, solution-oriented counsel in a dynamic government environment.
Who We’re Looking For
The ideal candidate will possess: (1) strong legal research, analytical, reasoning, and writing skills; (2) the ability to review appeal pleadings and evidentiary materials, identify relevant legal issues, and develop recommendations and responses consistent with Department tax policy; (3) strong attention to detail; (4) effective work habits, including efficiency and the ability to manage deadlines; (5) the ability to work independently while balancing and prioritizing multiple assignments; (6) excellent interpersonal and communication skills; (7) confidence in presenting legal analysis and recommendations to Department staff and leadership; and (8) will excel at building collaborative working relationships with a diverse range of clients and colleagues and fostering an environment of trust, professionalism, and respect in support of the Department’s mission..
While prior litigation experience or knowledge of tax law is not required, it is preferred. Experience with Department-administered taxes, particularly sales and use tax, or comparable business experience, is also desirable.
These positions require the exercise of sound judgment, professionalism, and confidentiality in an autonomous work environment.
Required Qualifications
- A Juris Doctor degree from an ABA-accredited law school.
- Active membership in good standing with the Pennsylvania Bar.
