The Pennsylvania Governor's Office of General Counsel (OGC) seeks two licensed attorneys for the role of Department Counsel providing litigation and regulatory legal services to the Pennsylvania Insurance Department (PID) Office of Chief Counsel.  These positions are offered as Attorney 1 through 3, Non-Supervisory, depending upon experience.  The workplace is based in the Harrisburg Capitol Complex and allows for a hybrid telework schedule of three in-office days a week.

 

What You’ll Do

  • Provide litigation legal support in both appellate and administrative forums, as well as in response to subpoenas and other legal matters.   

  • Provide legal advice and guidance to the various program areas within PID in all areas of insurance regulation including insurance producer and insurance company licensing, enforcement, market conduct regulation, insurance product approvals, consumer services, public outreach and general government operations/administration, with particular focus on providing legal advice and guidance on PID's insurance solvency and capital reserve monitoring functions and insurance company corporate transactions/licensing.    

  • Assist in contracting and procurement matters, including drafting, reviewing, and negotiating agreements related to procurements, intergovernmental agreements, MOUs, and other legal documents with a particular focus on insurance regulatory support. 

  • Engage with insurance regulators and legal counsel in other jurisdictions through the National Association of Insurance Commissioners.   

  • Assist with the review, analysis and drafting of insurance-related regulations and legislation.

 

Who We’re Looking For

  • The ideal candidates should possess experience and an understanding of insurance regulatory matters and/or administrative law, including litigation before administrative tribunals and the Commonwealth Court, but this prior experience is preferred, not required.   

  • For at least one of the vacancies, a background in finance or accounting is preferred (though not required), as the position will serve as lead counsel for the agency’s program area responsible for solvency monitoring and capital reserving, as well as corporate transactions and licensing.   

  • The successful candidates will have excellent written and oral communications skills, including attention to detail, and a capability to facilitate in-person and remote (e.g., phone, video conference) discussions.   

  • Candidates must possess excellent interpersonal skills and the ability to foster trust and respect to support the friendly and collaborative internal working relationships with PID’s various program area clients.  

  • The selected candidates will be required to work independently, with supervisory oversight, but will also be expected to work collaboratively as a team member with other PID attorneys, clients, senior agency leadership and vendors.

 

Required Qualifications

Applicants must:

  • Hold a Juris Doctor from an ABA-accredited law school (or graduate by May 2026); and          

  • Be admitted to the Pennsylvania Bar in good standing, or plan to sit for the Pennsylvania or Universal Bar Exam by July 2026.
