This position is offered as an Attorney 1 or 2 within the Department of Transportation’s (PennDOT) Office of Chief Counsel (PennDOT-OCC), part of the Pennsylvania Governor’s Office of General Counsel (OGC). The position is based in the Harrisburg Capitol Complex with a hybrid telework schedule of three days in-office. 

 

What You'll Do:

PennDOT’s Office of Chief Counsel is seeking licensed attorneys to join its fast-paced Transactional Division. In the past year alone, the Division drafted and processed more than 7,000 contracts totaling nearly $12 billion—supporting some of the Commonwealth’s most significant infrastructure and innovation initiatives.

Transactional attorneys work on a diverse portfolio of matters, including autonomous and electric vehicle programs, aviation, shipping and public transit grants, intellectual property, information technology licensing, bid protests, and public-private partnerships. This role offers the opportunity to engage with cutting-edge legal issues that are shaping the future of transportation.

The selected candidate will work independently, with guidance from the Chief Counsel, to provide broad legal support across these areas.

Who We're Looking For:

The successful candidate will demonstrate:

  • Experience in transactional matters, including drafting, negotiating, and reviewing contracts and procurement documents (IT and software licensing experience preferred).
  • Strong legal research, analytical, and reasoning skills.
  • A willingness to learn complex areas of law and develop subject-matter expertise.

The ideal candidate is highly organized and possesses excellent written and oral communication skills across in-person and virtual settings. They bring strong attention to detail, sound problem-solving abilities, and the capacity to manage multiple priorities effectively. Success in this role also requires strong interpersonal skills, including the ability to work collaboratively with a diverse group of clients and colleagues and to build trusted, professional relationships across the Commonwealth.

 

Qualifications

Applicants must:

  • Hold a Juris Doctor from an ABA-accredited law school (or graduate by May 2026); and
  • Be admitted to the Pennsylvania Bar in good standing, or plan to sit for the Pennsylvania or Universal Bar Exam by July 2026.
