The Pennsylvania Governor’s Office of General Counsel (OGC) seeks a licensed attorney to work as the Litigation Coordinator in the Department of Health (Department) Office of Chief Counsel. This position will be classified as an Attorney 3 or 4 depending on experience. An Attorney 3 is considered to have significant legal experience and be able to independently handle moderately difficult to complex work; an Attorney 4 must demonstrate mastery of one or more areas of the law, which are vital to the achievement of the agency’s mission. This position is eligible for a hybrid remote/in-office schedule of three days onsite at the discretion of the General Counsel.
This is an exceptional opportunity for an attorney with substantial litigation experience to take on a diverse portfolio while leading and overseeing litigation efforts across multiple program areas within the Department.
What You'll Do:
- Lead the Department Office of Chief Counsel’s litigation efforts
- Represent the Secretary and the Department in cases before administrative law judges, hearing examiners, the Courts of Common Pleas, Commonwealth Court, the Supreme Court of Pennsylvania, and the Federal Courts
- Oversee litigation efforts of Office of Chief Counsel attorneys in various program areas including:
- Make case assignments
- Second-chair cases as necessary
- Review litigation work product (including pleadings, correspondence, and pre- and post-hearing and appellate briefs) to establish and ensure consistency, high-quality writing, and strong legal arguments
- Advise, mentor, and train attorneys on litigation matters, including litigation strategy, hearing preparation, and drafting of litigation documents
- Report to the Chief Counsel on the status of ongoing litigation
- In conjunction with the Chief Counsel, advise the Secretary of Health and agency decision makers on high-level litigation matters and policy and strategy questions that could implicate litigation

Successful applicants will demonstrate:
- A clear interest in health law, health care regulation, and litigation involving health care entities and professionals
- Excellent written and verbal advocacy skills, including the ability to present complex legal and regulatory issues clearly and persuasively
- Strong professional judgment, discretion, and well-developed interpersonal skills for working with clients, witnesses, and expert consultants in sensitive health related matters
- The capacity to manage competing priorities, meet demanding deadlines, and proactively advance cases in a fast-paced litigation environment
Qualifications
- Juris Doctor degree from an ABA-accredited law school
- Active membership in good standing with the Pennsylvania Bar
- A minimum of five to seven years professional legal experience
