The Pennsylvania Governor’s Office of General Counsel (OGC) seeks a candidate graduating from law school in Spring 2026 or a newly licensed attorney with litigation and/or administrative law experience to join the Department of State, Office of Chief Counsel, Counsel Division. This position is based at 2400 Thea Drive, Harrisburg, and is eligible for a hybrid work schedule consisting of three days onsite and two days of telework. The position will be classified as an Attorney 1.

 

What You'll Do:

Attorneys within the Counsel Division are responsible for advising the professional licensing boards and commissions in carrying out their duty to evaluate candidates for licensure, in promulgating regulations governing the practice of the profession and in adjudicating disciplinary matters. There are 29 professional licensing boards and commissions, each with their own statute(s) and regulations governing a particular profession or professions.

 

Who We're Looking For:

We welcome candidates with an interest in litigation or administrative law, including those who have gained experience through internships, clinics, coursework, or other academic opportunities. Exposure to preparing for, participating in, or researching formal hearings or trials at the federal, state, or local level is helpful but not required.

Relevant experience may include assisting with cases where a complaint was filed in court, working on matters involving charging documents (such as indictments or informations), or supporting proceedings before a government agency or administrative body.

Strong communication skills are essential. This includes clear, thoughtful writing and the ability to communicate effectively in person and in virtual settings (phone or video). We also value strong interpersonal skills, including the ability to build trust, collaborate with colleagues, and develop positive working relationships with agency clients.

 

Qualifications

Applicants must:

  •  Hold a Juris Doctor from an ABA-accredited law school (or graduate by May 2026); and
  • Be admitted to the Pennsylvania Bar in good standing, or plan to sit for the Pennsylvania or Universal Bar Exam by July 2026.
