The Pennsylvania Governor’s Office of General Counsel (OGC) seeks a dynamic attorney and manager to work as Deputy Chief Counsel in the Department of Labor & Industry (L&I) Office of Chief Counsel, Workers’ Compensation Division. Applications will be considered from various locations, but preference will be given to candidates who are or can be based in Harrisburg three days per week. This position will be classified as an Attorney 4 or 5 depending on the level of relevant experience possessed by the successful applicant. This position is eligible for a hybrid remote/in-office schedule of three days onsite at the discretion of the General Counsel. This position also requires travel to other locations in the Commonwealth.
This is an exceptional opportunity for a strong manager with a background in workers’ compensation law to lead a team providing a full range of legal services to L&I’s workers’ compensation program.
What You'll Do:
L&I is a large agency that handles a broad range of labor and employment issues, including administering Pennsylvania’s workers’ compensation system. This role requires an attorney who possesses excellent litigation, advocacy, and managerial or supervisory experience, has strong communication skills, is a team player, can capably oversee a team handling a large workers’ compensation case load, is a thoughtful client counselor, and thinks creatively about the law.
Reporting to the Chief Counsel, the Deputy Chief Counsel will oversee the provision of legal support, representation, and advice to L&I’s Bureau of Workers’ Compensation (BWC). Key duties for this position will include:
- Managing a team of 8-10 attorneys and 6-8 legal support and administrative support staff;
- Providing legal advice and counsel to L&I on all aspects of program operations and law implementation;
- Representing the Uninsured Employers Guaranty Fund and Supersedeas Fund in all aspects of workers’ compensation claim petitions and related litigation before Workers’ Compensation Judges;
- Engaging in appellate advocacy and representation before the Workers’ Compensation Appeal Board, the Commonwealth Court of Pennsylvania, and the Supreme Court of Pennsylvania;
- Filing and enforcing civil liens as well as drafting private criminal complaints and/or assisting in the handling criminal prosecutions against uninsured employers; and
- Reviewing and/or drafting proposed legislative and/or regulatory changes under the Workers’ Compensation Act.
Who We're Looking For:
The successful applicant for this position should have the following: (1) a minimum of 8 to 10 years of legal experience, with public interest or government experience strongly preferred; (2) demonstrated interest in, and knowledge of, workers’ compensation law; (3) strong organization, interpersonal, and communication skills; (4) experience managing or supervising a team; (5) strong legal research and writing skills including experience drafting and editing both trial court and appellate legal papers; and (6) ability to prioritize and be proactive in a high volume and fast-paced office environment.
Qualifications
- Juris Doctor degree from an ABA-accredited law school
- Active membership in good standing with the Pennsylvania Bar
