The Pennsylvania Governor’s Office of General Counsel (OGC) seeks a licensed attorney to work as Assistant Counsel in the Department of Labor & Industry (L&I) Office of Chief Counsel, Safety and Labor Management Relations Division. This position may be based in Philadelphia, Harrisburg, or Pittsburgh and will be classified as an Attorney 3 or 4 depending on experience. An Attorney 3 is considered to have significant legal experience and be able to independently handle moderately difficult to complex work; an Attorney 4 must demonstrate mastery of one or more areas of the law, which are vital to the achievement of the agency's mission, and must regularly handle the most complex, difficult and novel legal issues for the agency. This position is eligible for a hybrid remote/in-office schedule of three days onsite at the discretion of the General Counsel.
This is an exceptional opportunity for an attorney with significant experience in labor and employment law, with a specific emphasis on wage and hour issues, to handle a diverse and challenging portfolio of cutting-edge labor standards enforcement issues impacting workers and businesses across the Commonwealth.
What You'll Do:
L&I is a large agency that handles a broad range of labor and employment issues, including enforcing Pennsylvania’s worker protection and occupational safety laws. This role requires an attorney who possesses excellent litigation and advocacy skills, communicates well orally and in writing, is a team player, can capably manage a large case load, and thinks creatively about the law. The individual hired for this position will join a collaborative, mission-driven team focusing on workplace law enforcement and policy.
This position will focus on supporting high-impact strategic enforcement initiatives in areas such as worker misclassification, wage theft, and joint employment. Under the supervision of the Deputy Chief Counsel, the Assistant Counsel will handle a variety of legal matters, including summary criminal actions, civil and administrative litigation, and appellate advocacy. Duties for this position will also include:
- providing legal interpretations and counseling to ongoing investigations
- representing L&I in enforcement actions arising under state worker protections
- assisting with rulemaking
- contributing strategic initiatives aimed at leveling the playing field for both workers and law-abiding employers.

Qualifications
- Juris Doctor degree from an ABA-accredited law school
- Active membership in good standing with the Pennsylvania Bar
- A minimum of five to seven years professional legal experience
