The Pennsylvania Governor’s Office of General Counsel (OGC) is seeking a transactional attorney with experience in procurement and contracting for information technology (IT) and human resources (HR) to serve the Office of Administration (OA), Office of Chief Counsel.  OA is the Commonwealth entity responsible for providing IT and HR services to agencies under the Governor’s jurisdiction.

  • Position: Attorney 1, 2, or 3, depending upon experience.
  • Headquarters: Harrisburg Capitol Complex.
  • Telework: Eligible for a hybrid telework schedule.

 

What You'll Do:

This position offers the opportunity to support and provide legal advice on complex and cutting-edge technology, procurements, and enterprise digital transformation initiatives that directly support statewide government operations.

Step into a legal role at the forefront of innovation and public service—where you will help shape the future of artificial intelligence (AI) and emerging technology in state government. From advising on complex AI and IT initiatives to supporting high-impact contracting and procurement efforts, you will practice law in a collaborative environment where public service, technology, and mission-driven work converge.

  •  Draft, review, and negotiate contracts related to procurements, intergovernmental agreements, MOUs, and other agency legal documents, with a focus on IT and HR matters.
  • Conduct form and legality review of contracts, grants, and agreements concerning IT and HR matters and procurements.
  • Provide legal advice and guidance to OA regarding solicitations, RFPs, RFIs, and other procurement vehicles impacting IT and HR.
  • Provide legal advice on cybersecurity, data security, and privacy matters.
  • Review contracts and policies involving emerging technologies, including AI tools used in agency operations.
  • Review and respond to records requests and subpoenas, including Right-to-Know Law (RTKL) requests.
  • Review proposed legislation affecting OA and the Commonwealth, as well as Executive Orders, Management Directives, and IT Policies.

 

Who We're Looking For:

Someone who:

  • Understands IT contracting. 
  • Understands the evolving legal landscape around cybersecurity, data security, privacy, AI, and digital transformation.
  • Is familiar with legal and policy considerations related to AI and other emerging technologies.
  • Is knowledgeable about software licensing, cloud computing, and online services (SaaS, PaaS, IaaS), and telecommunications matters.
  • Aligns legal advice with agency mission, goals, and operation needs.
  • Demonstrates strong written and verbal communication skills, attention to detail, and the ability to communicate effectively in person and remotely (phone and video conference).
  • Builds trusted, collaborative relationships across multidisciplinary teams, including support staff, and can work independently with supervisory oversight while contributing meaningfully to a collaborative legal practice.

 

Qualifications

  • Juris Doctor degree from an ABA-accredited law school
  • Active membership in good standing with the Pennsylvania Bar
