This position is offered as an Attorney 2 within the Department of Transportation’s (PennDOT) Office of Chief Counsel (PennDOT-OCC), operating under the Pennsylvania Governor’s Office of General Counsel (OGC). Salary is commensurate with experience. The position is based in the Harrisburg Capitol Complex and offers a hybrid telework schedule of three days in office. The successful candidate will work independently under the supervision of the Assistant Chief Counsel.

 

What You’ll Do:

PennDOT Office of Chief Counsel has exciting opportunities for licensed attorneys to serve in the Transactions Division.  In the past year, the Transactions Division was responsible for drafting and processing over 7,000 contracts valued at almost $12 billion.  Transaction attorneys handle a wide variety of matters, including federal transportation related grants, passenger and commercial railroad, autonomous and electric vehicle programs, aviation, shipping and public transit grants, intellectual property protection, information technology licenses, and public-private partnerships.  Find out more about the many PennDOT programs and initiatives that are supported by Transaction attorneys at www.penndot.pa.gov

 

What We’re Looking For:

The successful candidate will demonstrate:

  • A strong willingness to learn complex and emerging areas of law and to develop subject matter expertise.
  • Excellent legal research, analytical, and reasoning skills.
  • Strong organizational skills and attention to detail, with the ability to manage multiple priorities effectively.
  • Outstanding written and oral communication skills, including the ability to communicate clearly in person and in remote settings such as phone and video conferences.
  • Sound judgment and proble- solving abilities.
  • Excellent interpersonal skills, with the ability to work effectively with a diverse group of clients and colleagues, build trust and respect, and foster collaborative working relationships across the Commonwealth.

Preference will be given to candidates with experience in transactional matters, including drafting, negotiating, and reviewing contracts and procurement documents.

Qualifications:

  • Juris Doctor degree from an ABA-accredited law school. 
  •  Active membership in good standing with the Pennsylvania Bar.
