The Pennsylvania Governor's Office of General Counsel (OGC) seeks a licensed attorney for the role of Department Counsel providing litigation and regulatory legal services to the Pennsylvania Insurance Department (PID) Office of Chief Counsel. The position is offered as an Attorney 2 or 3, depending upon experience. The workplace is based in the Harrisburg Capitol Complex and allows for a hybrid telework schedule of three days a week at the discretion of the General Counsel.
What You’ll Do:
- Provide litigation support in appellate and administrative forums, including responding to subpoenas and handling other complex legal matters.
- Advise and guide PID program areas on all aspects of insurance regulation, including producer and company licensing, enforcement, solvency oversight, market conduct, product approvals, consumer services, public outreach, and general agency operations.
- Support contracting and procurement efforts by drafting, reviewing, and negotiating procurements, intergovernmental agreements, MOUs, and related legal documents, with a focus on insurance regulatory needs.
- Engage with insurance regulators and legal counsel in other jurisdictions through the National Association of Insurance Commissioners.
- Review, analyze, and draft insurance-related regulations and legislation to support the Department’s regulatory mission.
What We’re Looking For:
- The ideal candidate should possess experience and an understanding of insurance regulatory matters and/or administrative law, including litigation before administrative tribunals and the Commonwealth Court, but this prior experience is preferred, not required.
- Communicate complex legal issues clearly and effectively through high-quality written work and confident oral advocacy, including facilitating discussions in person and through remote platforms such as phone and video conferencing.
- Build strong, trust-based relationships with PID program areas by providing responsive, collaborative, and detail-oriented legal support.
- Work independently with appropriate supervisory guidance while contributing as a collaborative team member alongside PID attorneys, agency clients, senior leadership, and external partners.

Qualifications:
- Juris Doctor degree from an ABA-accredited law school.
- Active membership in good standing with the Pennsylvania Bar.
