The Pennsylvania Governor’s Office of General Counsel (OGC) seeks a licensed transactions-oriented attorney with qualifying law experience in the areas of contracts, procurement, regulation, and financing. This opportunity is based in Harrisburg’s Capitol Complex and provides legal services to the Department of Community and Economic Development (DCED) Office of Chief Counsel by providing legal services to its Contracting, Procurement and Financing Units. While it is anticipated that this position will be filled as an Attorney 2, the ultimate classification level and salary will be dependent on the level of directly relevant experience possessed by the successful applicant.

As Assistant Counsel, you’ll be at the center of that work. You will negotiate, draft, and review a wide range of contracts and procurement instruments that support DCED’s programs and initiatives. You’ll provide practical, solutions-oriented legal advice on transactional, procurement, and related regulatory matters, partnering closely with program staff to move projects forward while protecting the Commonwealth’s interests. In this role, your legal judgment won’t sit on a shelf - it will help turn policy goals into results felt across Pennsylvania.
What We’re Looking For:
The ideal candidate will have a minimum of three (3) years of substantive experience handling contracts, procurement, and/or related transactional matters for a public or private entity or government agency, either in an in-house capacity or as outside counsel. This position requires a proven ability to analyze issues and convey legal advice, professional and effective written and oral communications skills, attention to detail, solid interpersonal skills, and an ability to foster trust and respect, including creating collaborative and responsive working relationships with colleagues and clients.
In addition to the aforementioned demonstrated legal experience, the successful applicant must have a Juris Doctor degree from an ABA-accredited law school and be a member in good standing with the Pennsylvania Bar.

Qualifications:
- Juris Doctor degree from an ABA-accredited law school.
- Active membership in good standing with the Pennsylvania Bar.
