The Pennsylvania Governor’s Office of General Counsel (OGC) seeks a licensed attorney with litigation and/or or administrative law experience to work in the Department of State, Office of Chief Counsel, Counsel Division, specifically in the Regulatory Unit. The position is located at 2400 Thea Drive, Harrisburg and will be eligible for a hybrid remote/in-office schedule of three days onsite and two days telework at the discretion of the General Counsel. This position is classified as an Attorney 2 and independently handles routine to moderately complex legal matters with limited supervisory review.

 

What You'll Do:

Attorneys within the Regulatory Unit of the Counsel Division are responsible for overseeing the drafting and promulgation of regulations for the 29 professional and occupational licensing boards within the Bureau of Professional and Occupational Affairs. There are 29 professional licensing boards and commissions, each with their own statute(s) and regulations governing a particular profession or professions.

 

What We’re Looking For:

Experience as a licensed attorney with strong legal research, analysis, and writing skills to support the development and review of regulations for professional licensing boards and commissions. Experience in preparing for, participating in, and/or presenting regulations to the Independent Regulatory Review Commission is preferred. The ideal candidate will have experience interpreting statutes and case law, managing multiple legal or regulatory projects, and ability to coordinate with attorneys, boards, and government stakeholders to ensure regulations are drafted, reviewed and promulgated in compliance with applicable standards and timelines. This role requires effective communication, attention to detail, and the ability to collaborate with senior leadership on regulatory policy, training, and legislative matters.

The successful candidate will have excellent written communication skills, including attention to detail, and oral communication capabilities, including in-person and remote (e.g., phone, video conference) discussions. Excellent interpersonal skills, including the ability to foster trust and respect and to create friendly and collaborative internal working relationships with internal commonwealth clients, are a must.

Qualifications:

  • Juris Doctor degree from an ABA-accredited law school. 
  •  Active membership in good standing with the Pennsylvania Bar.
