The Pennsylvania Governor’s Office of General Counsel (OGC) seeks a licensed attorney to work as Assistant Counsel in the Department of Labor & Industry (L&I) Office of Chief Counsel, Administrative & Workforce Division This position may be based in Philadelphia, Harrisburg or Pittsburgh and will be classified as an Attorney 3. An Attorney 3 is considered to have significant legal experience and a profound understanding of relevant labor and employment matters related to workforce issues. This position is eligible for a hybrid remote/in-office schedule of three days onsite at the discretion of the General Counsel.

What You'll Do:
L&I is a large agency that handles a broad range of labor and employment issues, including managing Pennsylvania’s workforce development system offering a range of employment, training, and labor market information programs and services while managing hundreds of millions of dollars in federal and state grant funds annually. These services help businesses with workforce planning and filling job vacancies, assist individuals looking for work, and assist individuals in developing competencies that help them obtain and maintain employment. The individual hired for this newly created position would join a collaborative, mission-driven team focusing on workforce development law and policy.
Duties will include counseling L&I on: large grant programs that manage hundreds of millions of dollars annually spanning 12 distinct federal and state statutes including the Workforce Innovation and Opportunity Act; the operation of Pennsylvania’s CareerLink® sites throughout the Commonwealth; Pennsylvania’s apprenticeship system; labor market data collection and analysis; innovative programs and initiatives led by the Governor’s Office; and operational and legal responses to a changing federal landscape. Duties also will include reviewing notices of grant availability, grant agreements, and a variety of other legal and operational program materials.
What We’re Looking For:
The successful applicant for this position should have the following: (1) a minimum of 4 to 6 years of legal experience, with public interest or government experience strongly preferred; (2) demonstrated interest in, and knowledge of, workforce development and related funding processes; (3) strong writing skills including experience drafting and editing grant-related and/or operational materials; (4) attentiveness to detail; (5) ability to prioritize and be proactive in a deadline-drive, fast-paced office; (6) superior interpersonal and communication skills; and (7) strong oral presentation skills.

Qualifications:
- Juris Doctor degree from an ABA-accredited law school.
- Active membership in good standing with the Pennsylvania Bar.
