The Pennsylvania Governor’s Office of General Counsel (OGC) seeks an attorney who can advise the Department of Health (Department) on day-to-day legal issues regarding contracts, grants, procurement, data security, data privacy, and information technology (IT) issues. In accordance with OGC policy, a hybrid remote/in-office (3 days per week) schedule may also be available at the General Counsel’s discretion. The position will be filled at the Attorney 1 or 2 level, dependent on experience.

 

What You'll Do:

• Review day-to-day grant, contract, and procurement issues by the Department’s various program offices.

• Provide legal advice and guidance regarding grants, solicitations, Requests for Proposals (RFPs), Requests for Information (RFIs), and other relevant transactional actions.

• Assist in drafting, reviewing, and negotiating agreements related to contracts, grants, procurements, intergovernmental agreements, MOUs, and other legal documents.

• Conduct form and legality review on contracts, grants, and agreements.

• Provide legal advice on data security, data privacy, and IT matters.

• Review proposed legislation affecting the Department as well as Executive Orders, Management Directives, the Procurement Handbook, and IT Policies.

 

What We’re Looking For:

An ideal candidate will have familiarity with or an interest in developing expertise in the laws and processes applicable to Commonwealth Government with a focus on grants, contracts, and procurement generally. The successful candidate will work closely with other Department attorneys in handling matters related to grants, contracts, and procurement. The successful candidate will regularly interface with officials as well as staff from other state agencies and offices.

This position requires excellent written and oral communication skills, attention to detail, excellent interpersonal skills, and the ability to foster trust and respect, including creating friendly and collaborative working relationships with colleagues and clients. The successful candidate must also have excellent technology and software skills, and possess the ability to handle complex matters in a timely fashion.

Qualifications:

  • Juris Doctor degree from an ABA-accredited law school. 

  • Active membership in good standing with the Pennsylvania Bar.
