OA-OCC, which is part of the Governor’s Office of General Counsel (OGC), is seeking a Pennsylvania licensed attorney to serve as an Assistant Counsel in its Labor and Employment Division.  This position provides a great opportunity to start or continue a legal career with OGC, offering a competitive salary and a hybrid work schedule of three in-office days (Harrisburg, PA) and two remote days per week, subject to the discretion of the General Counsel.  The selected candidate will be classified as an Attorney 1, 2, or 3, based on the candidate’s prior work experience.

 

What You'll Do:

OA-OCC’s Labor and Employment Division serves as in-house counsel to OA on agency and enterprise human resource (HR) matters.  As an Assistant Counsel, you will represent OA and other Commonwealth agencies in labor and employment matters before various administrative tribunals, including the Pennsylvania Labor Relations Board, labor arbitrators, Pennsylvania Human Relations Commission, State Civil Service Commission, and Equal Employment Opportunity Commission, as well as in appellate matters before the Commonwealth Court.  You will also assist in the development and drafting of enterprise-wide HR policies and trainings, advise on collective bargaining matters, analyze bills and recently enacted legislation, research legal issues and prepare advisory memoranda for the client, Deputy Chief Counsel, and Chief Counsel. 

 

What We’re Looking For:

The ideal candidate should have a strong work ethic, exceptional written and verbal communication skills, superb research and analytical skills, and a keen attention to detail.  The ideal candidate should also be self-motivated and able to independently manage a diverse range of legal matters in a timely fashion, as well as be able to engage effectively with clients and colleagues in a collaborative environment.  Litigation experience, with a minimum of two years of experience in public sector labor and employment matters, is preferred but not required.  Experience with employee benefits plans, including a working knowledge of the Affordable Care Act, is also preferred but not required.

Qualifications:

  • Juris Doctor degree from an ABA-accredited law school. 
  •  Active membership in good standing with the Pennsylvania Bar.
