Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position will manage and perform the administrative functions of the Professional Standards and Practices Commission (PSPC), including the scheduling and tracking of all matters to aid in the fair and efficient resolution of educator discipline and reinstatement cases.

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Serve as office manager with responsibility for budget support, fiscal management, procurement, human resources liaison, office space utilization, scheduling, travel arrangements, case management systems, and related administrative and clerical functions.

Perform a variety of administrative, coordinative, clerical, record-keeping and research duties.

Analyze office operations and recommend, develop, and implement new or revised administrative policies and procedures upon approval of the Executive Director/Legal Counsel.

Ensure appropriate coverage by PSPC personnel of facilities during open public office hours including filing, desk, telephones and electronic communications.

Analyze and docket new cases to determine the appropriate statutory authority and office protocols under which cases should be characterized; accept, review, properly docket, and record formal filings and other communications.

Manage statutory and internal deadlines for formal administrative matters; maintain docket files in physical and electronic media; develop and maintain systems for docket management and information retrieval and manipulation.

Analyze and manage the scheduling requirements for formal proceedings including securing the assignment of hearing officers, appropriate hearing facilities (virtual and onsite), and stenographic and interpreter services.

Communicate directly with parties regarding filings and scheduling matters; handle sensitive and confidential matters consistent with statutory privileges.

Communicate directly with commissioners regarding scheduling matters, travel reimbursements, and database access.

Coordinate the scheduling of public meetings, including securing access to conference rooms, ensuring compliance with the Sunshine Act, ensuring all necessary equipment is available, preparing and distributing meeting materials, and taking meeting minutes and recording votes.

Proofread and edit adjudications, orders, correspondence and other documents. Assist with legal research.

Maintain and use various tracking systems for historical and current cases to input, receive, analyze and report on case information. Continuously analyze the tracking systems for potential improvements.

Maintain substantive knowledge of the statutes and rules governing the PSPC, including the Educator Discipline Act, 22 Pa. Code Chapters 233, 235 and 237, other pertinent provisions of the Public School Code of 1949 and the General Rules of Administrative Practice and Procedure, and analyze the applicability of laws, regulations and procedures appropriately in the performance of daily duties.

Compile and organize the PSPC’s Annual Report and forward to the Executive Director/Legal Counsel for final submission to the Governor, General Assembly, State Board of Education, the education profession, and the public.

Conduct special projects and studies at the direction of the Executive Director/Legal Counsel and prepare reports of findings.

Assist in the preparation and submission of PSPC regulatory packages. Coordinate the review and approval process of legal documents such as statements of policy and regulations.

Assist in the preparation of the certified record in cases on appeal.

Assist with hearing officer and commissioner training.

Perform other related duties and special projects as assigned.

Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

Prepares recommendations and justifications for changes in policy and new operating procedures for PSPC operations.

Comprehends program goals, objectives and operations and relates these to administrative analysis.

Responds to non-routine questions posed by the public, litigants or internal department personnel. If necessary, forwards the request and proposed response to the Executive Director/Legal Counsel for review and approval.

After a period of training, work is performed with minimal supervision.
