The Pennsylvania State Ethics Commission has issued a final adjudication in the following matters under

HARRISBURG, PA – 
  
Order No. 743-S (Brentley, Jr.) 
Constable/Deputy Constable
Allegheny County, PA

ORDER SUMMARY:

1. 1. Mark A. Brentley, Jr. (“Brentley”), as a Constable/Deputy Constable, failed to timely file a Statement of Financial Interests for calendar year 2021 in compliance with Section 1104(a) of the Public Official and Employee Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1104(a).  

2. Per the Consent Agreement of the parties, we hereby levy a civil penalty against Brentley in the total amount of $150.00 for Brentley’s delinquent Statement of Financial Interests for calendar year 2021.

3. To the extent he has not already done so, Brentley is ordered to make payment of the aforesaid civil penalty in the total amount of $150.00 by no later than the thirtieth (30th) day after the mailing date of this Order, by forwarding to this Commission a certified check or money order in the amount of $150.00 made payable to the Commonwealth of Pennsylvania, for deposit in the State Treasury.

4. To the extent he has not already done so, Brentley shall be ordered to file a complete and accurate Statement of Financial Interests for calendar year 2021 with the State Ethics Commission by no later than the thirtieth (30th) day after the mailing date of this adjudication and Order.

5. Failure to comply with Paragraphs 3 or 4 of this Order will result in the initiation of an appropriate enforcement action.

Order No. 744-S (Pentecost) 
Member
Pennsylvania Military Community Enhancement Commission

ORDER SUMMARY:

1. William Pentecost (“Pentecost”), as a Member of the Pennsylvania Military Community Enhancement Commission, failed to timely file a Statement of Financial Interests for calendar year 2021 in compliance with Section 1104(a) of the Public Official and Employee Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1104(a).  

2. Per the Consent Agreement of the parties, we hereby levy a civil penalty against Pentecost in the total amount of $200.00 for Pentecost’s delinquent Statement of Financial Interests for calendar year 2021.

3. To the extent he has not already done so, Pentecost is ordered to make payment of the aforesaid civil penalty in the total amount of $200.00 by no later than the thirtieth (30th) day after the mailing date of this Order, by forwarding to this Commission a certified check or money order in the amount of $200.00 made payable to the Commonwealth of Pennsylvania, for deposit in the State Treasury.

4. Failure to comply with Paragraph 3 of this Order will result in the initiation of an appropriate enforcement action.

Order No. 745-S (Rosenblat) 
Human Services Licensing Representative
Pennsylvania Department of Human Services

ORDER SUMMARY:

1. Dale Rosenblat (“Rosenblat”), as a Human Services Licensing Representative with the Pennsylvania Department of Human Services, failed to timely file a Statement of Financial Interests for calendar year 2020 in compliance with Section 1104(a) of the Public Official and Employee Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1104(a).  

2. Per the Consent Agreement of the parties, we hereby levy a civil penalty against Rosenblat in the total amount of $150.00 for Rosenblat’s delinquent Statement of Financial Interests for calendar year 2020.

3. To the extent he has not already done so, Rosenblat is ordered to make payment of the aforesaid civil penalty in the total amount of $150.00 by no later than the thirtieth (30th) day after the mailing date of this Order, by forwarding to this Commission a certified check or money order in the amount of $150.00 made payable to the Commonwealth of Pennsylvania, for deposit in the State Treasury.

4. To the extent he has not already done so, Rosenblat shall be ordered to file a complete and accurate Statement of Financial Interests for calendar year 2020 with the Pennsylvania Department of Human Services and the State Ethics Commission by no later than the thirtieth (30th) day after the mailing date of this adjudication and Order.

5. Failure to comply with Paragraphs 3 or 4 of this Order will result in the initiation of an appropriate enforcement action.

Order No. 746-S (Rivera) 
Authority Member
Redevelopment Authority & Parking Authority
City of Reading, PA

ORDER SUMMARY:

1. Nate Rivera (“Rivera”), as a Redevelopment Authority Member and Parking Authority Member for the City of Reading, failed to comply with Section 1104(a) of the Public Official and Employee Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1104(a), when he failed to file a Statement of Financial Interests for calendar year 2020 with the City of Reading.

2. This Commission hereby levies one maximum civil penalty against Rivera at the rate of Twenty-Five Dollars ($25.00) per day for each day his Statement of Financial Interests for calendar year 2020 has remained delinquent, for a total civil penalty of Two Hundred and Fifty Dollars ($250.00).  Rivera is ordered to pay said civil penalty in the total amount of $250.00 by no later than the thirtieth (30th) day after the mailing date of this Order, by forwarding a check to the Pennsylvania State Ethics Commission made payable to the Commonwealth of Pennsylvania, for deposit in the State Treasury.

3. Rivera is ordered to file a complete and accurate Statement of Financial Interests for calendar year 2020 with the City of Reading by no later than the thirtieth (30th) day after the mailing date of this Order, with one copy forwarded to the Pennsylvania State Ethics Commission for compliance verification purposes.

4. Failure to comply with Paragraph 2 or 3 of this Order will result in the initiation of an appropriate enforcement action.

Order No. 747-S (Lee) 
Constable/Deputy Constable
Delaware County, PA

ORDER SUMMARY:

1. Junius Samiul Lee (“Lee”), as a Constable/Deputy Constable, failed to comply with Section 1104(a) of the Public Official and Employee Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1104(a), when he failed to file a Statement of Financial Interests for calendar year 2021.

2. This Commission hereby levies one maximum civil penalty against Lee at the rate of Twenty-Five Dollars ($25.00) per day for each day his Statement of Financial Interests for calendar year 2021 has remained delinquent, for a total civil penalty of Two Hundred and Fifty Dollars ($250.00).  Lee is ordered to pay said civil penalty in the total amount of $250.00 by no later than the thirtieth (30th) day after the mailing date of this Order, by forwarding a check to the Pennsylvania State Ethics Commission made payable to the Commonwealth of Pennsylvania, for deposit in the State Treasury.

3. Lee is ordered to file a complete and accurate Statement of Financial Interests for calendar year 2021 with the State Ethics Commission by no later than the thirtieth (30th) day after the mailing date of this Order.

4. Failure to comply with Paragraph 2 or 3 of this Order will result in the initiation of an appropriate enforcement action.

Order No. 748-S (Bollinger)

Mifflin County, PA

ORDER SUMMARY:

1. Paul Bollinger (“Bollinger”), as a Constable/Deputy Constable, failed to comply with Section 1104(a) of the Public Official and Employee Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1104(a), when he failed to file a Statement of Financial Interests for calendar year 2021.

2. This Commission hereby levies one maximum civil penalty against Bollinger at the rate of Twenty-Five Dollars ($25.00) per day for each day his Statement of Financial Interests for calendar year 2021 has remained delinquent, for a total civil penalty of Two Hundred and Fifty Dollars ($250.00).  Bollinger is ordered to pay said civil penalty in the total amount of $250.00 by no later than the thirtieth (30th) day after the mailing date of this Order, by forwarding a check to the Pennsylvania State Ethics Commission made payable to the Commonwealth of Pennsylvania, for deposit in the State Treasury.

3. Bollinger is ordered to file a complete and accurate Statement of Financial Interests for calendar year 2021 with the State Ethics Commission by no later than the thirtieth (30th) day after the mailing date of this Order.

4. Failure to comply with Paragraph 2 or 3 of this Order will result in the initiation of an appropriate enforcement action.
