Overview
The federal government created the State and Local Cybersecurity Grant Program to provide funding and resources that assist state and local governments in identifying, managing, and reducing cybersecurity risks.
The program is intended to strengthen the ability of eligible government entities to:
- Identify and address cybersecurity risks and vulnerabilities
- Strengthen the cybersecurity of critical infrastructure
- Improve resilience against persistent and evolving cyber threats
- Enhance overall cyber security preparedness
What's Offered
Through the State and Local Cybersecurity Grant Program, the Commonwealth provides cybersecurity services designed to help eligible entities evaluate and strengthen their existing cybersecurity environment. For the current funding cycle, cyber assessments are the only eligible service available under the program.
- Cyber Assestment: A cybersecurity assessment is a structured evaluation of how well an organization can protect its digital systems, data, and infrastructure from cyber threats. It identifies vulnerabilities, analyzes risks, and determines whether existing security controls are effective.
Who Can Apply?
Eligibility for the State and Local Cybersecurity Grant Program is limited to qualifying local government entities. Section 2(13) of the Homeland Security Act of 2002 (codified as amended at 6 U.S.C. § 101(11))) defines the term local government. For purposes of the SLCGP, the term "local government" means:
- A county, municipality, city, town, township, local public authority, school district, special district, intrastate district, council of governments (regardless of whether the council of governments is incorporated as a nonprofit corporation under State law), regional or interstate government entity, or agency or instrumentality of a local government;
- A rural community, unincorporated town or village, or other public entity.
Eligible local governments may apply to the Commonwealth for participation in this grant. Local governments may not apply directly to the federal government for State and Local Cybersecurity Grant Program funding. Applications must be submitted through the Commonwealth in accordance with the established application process.
When Can I Apply?
The 2025 State and Local Cybersecurity Grant Program application period will be open from Thursday August 27, 2026, to Thursday September 10, 2026. All applications must be submitted by 5:00 P.M. on September 10, 2026.

In-Person Cybersecurity Training Sessions
The Pennsylvania State Police, Governor’s Office of Homeland Security, and PA CyberCom, with funding support through the State and Local Cybersecurity Grant Program (SLCGP), will host four cybersecurity workshops for local government and school personnel across the Commonwealth.
These interactive, hands-on sessions will be presented by Janus Associates and are designed to strengthen cybersecurity awareness, preparedness, and resilience among local governments and schools.

A Brief Program History
Pennsylvania formed an initial cybersecurity planning committee led by the commonwealth’s Chief Information Security Officer.
The committee is responsible for:
- Making sure Pennsylvania’s cybersecurity plan meets requirements
- Providing framework to improve how we respond to cybersecurity incidents
- Making sure government entities can continue operations and provide services to residents
The federal government gave out $185 million in funding in 2022, with up to $5.2 million for Pennsylvania.
With positive feedback from counties, Pennsylvania received requests to expand services to school districts and municipal/ city governments.
The federal government gave out $374 million in funding, with up to $10.4 million for Pennsylvania.
The federal government gave out $280 million in funding, with up to $8 million for Pennsylvania.
