Purchase Commonwealth-Owned Surplus Property (Real Estate)

If you want to buy surplus properties, they are available for sale on eMarketplace.

Overview

When the Commonwealth has extra land or buildings, it needs permission to sell or give them away. This is done by adding the property to the yearly Surplus Property Disposition Plan or using special laws. The Department sells these properties through sealed bids and cannot change the price.

To see which surplus properties are for sale, check eMarketplace. If you download a bid package, keep checking the site for updates until the bid deadline. Any changes will be listed under Flyers/Addendums.

You can get notifications about new bids or changes by signing up for eAlerts. (Select ‘800000000’ under Bureau of Procurement – Services for Real Estate eAlerts.) eAlerts are not always sent. 

These properties have officially been declared surplus through a GSRE-45/TRIRIGA by the using agency and are being prepared for sale through a competitive bid. These properties include:

The surplus properties listed are currently being prepared for competitive bid.  However, DGS may consider conveying property via a direct conveyance to qualified buyers. Direct conveyances are contingent on the sponsorship of authorizing legislation by a member of the PA General Assembly, passage of authorizing legislation by the Pennsylvania General Assembly and signing into law by the Governor.  Parties who wish to express serious interest in the direct purchase of surplus property may request a GSRE-1 Statement of Interest via email through the General Inquiry Resource Account for the DGS Bureau of Real Estate at ra-gsbre@pa.gov.  This form is only a statement of interest. It is not a binding contract and should not be construed as a commitment by DGS or the interested party to the sale of Commonwealth owned real estate.
