    The Office of Transformation & Opportunity (OTO) strengthens the Commonwealth’s long-term competitiveness and supports strategic industries that drive economic growth and prosperity.  By coordinating across state agencies and proactively engaging businesses, OTO ensures that the Commonwealth is anticipating and responding to business-owners' needs across Pennsylvania.  OTO was established under Executive Order 2023-05.

    Our Strategic Priorities

    • Solve problems and address bottlenecks that impact the business communities’ interaction with the Commonwealth
    • Help lead a coordinated effort to develop and implement the Commonwealth’s economic development and innovation strategy
    • Design and implement a Performance Management System and other data visualization tools for the Governor’s Office
    • Serve as a single point of contact for businesses as they navigate complex projects that require coordination amongst multiple state agencies
