Throughout 2026, PennDOT will open four regional funding opportunities to invest $100 million of its federal National Electric Vehicle Infrastructure (NEVI) formula funding in community-focused EV charging projects. If your organization is interested in being part of a NEVI project you may complete the NEVI Interested Organizations Survey. Responses to the survey will shared publicly on this webpage so organizations can connect with each other and prepare their proposals.

NEVI Community Charging Funding Opportunity Round 1 – Southeastern Region (Open)

PennDOT released the NEVI Community Charging Funding Opportunity Round 1 – Southeastern Region on February 19, 2026. PennDOT will host a webinar (register here) to summarize the funding opportunity and answer questions on March 12, 2026. A recording of the webinar will be available on this webpage afterwards. The deadline to submit technical questions for this funding opportunity is May 18, 2026. The eGrants online proposal platform will open on June 1, 2026, and close on August 21, 2026 at precisely 5:00 PM EDT. NEVI Community Charging Funding Rounds FAQ

The National Electric Vehicle Infrastructure (NEVI) program is federal funding allocated by formula to each state’s department of transportation to invest in publicly available EV charging infrastructure. PennDOT’s share of the NEVI program funding is $171.5 million. 

Any organization registered to do business in Pennsylvania that is not barred from receiving state or federal funds may apply. 

All costs that are directly related to the design and installation of the EV charging station are eligible for NEVI community charging funding. For a more detailed list of eligible and ineligible costs please see the NEVI Community Charging Funding Opportunities. 

To be eligible, each proposed charging station must comply with 23 CFR 680 and PennDOT requirements—which include a minimum of 4 charging ports, a minimum power output of 6 kW from each charging port, a minimum of 2 ADA-compliant parking spaces, use the J1772 or CCS plug type for all charging ports, using equipment that complies with Buy America, and public availability as least as frequently as the on-site business or facility is open. The organization that submits a proposal must own and operate the charging station if selected for funding. As a site host, you can apply directly through the eGrants Public Portal Interface by following the instructions in the Community Charging Funding Opportunities, or you can try to identify an EV charging company willing to apply and then own and operate a charging station on your property if selected for funding. You may complete the NEVI Community Charging Interested Parties’ Directory Survey if you would like your contact information shared with other potential project partners, such as EV charging companies. 

The number of charging station projects PennDOT funds from the NEVI community charging rounds will depend greatly on the charging port count and power level of the selected projects. PennDOT anticipates awarding well over 100 projects. 

You may consider trying to find a project partner willing to contribute financially, or you can see if an EV charging company is willing to own and operate a charging station on your property, and therefore be responsible for the matching funds. You may complete the NEVI Community Charging Interested Parties’ Directory Survey if you would like your contact information shared with other potential project partners, such as EV charging companies. Another option would be pursuing state or local funding to cover some of the match requirement. Please contact ra-pdevcorridors@pa.gov if you would like to discuss further. 

PennDOT will use the scoring rubric included within each regional NEVI Community Charging Funding Opportunity to score the proposals submitted for that region. 

PennDOT is using a standardized scoring rubric to score all proposals submitted to a given NEVI Community Charging Funding Opportunity. PennDOT will then follow additional steps to refine the list of selected projects as detailed in each NEVI Community Charging Funding Opportunity. 

The 24 transportation planning organizations (Planning Partners) throughout Pennsylvania were each asked to develop priority EV charging station locations for their county(ies). These Planning Partners used information from PennDOT resources, community engagement, stakeholder feedback, available data sources, and knowledge of their region to develop the EV charging priorities. Please see the Prioritization Strategy resource that accompanies each NEVI Community Charging Funding Opportunity for more information. 

Organizations may consider one or more of the following to help them prepare for an eventual proposal.

  • Review the published NEVI Community Charging Funding Opportunities, even if your region is not available yet.
  • Complete the Interested Parties’ Directory Survey so your contact information is shared with other potential project partners.
  • Develop a project team that will implement the project if it is selected for funding. The project team could include an owner, site host, installation firm(s), design firm, network operator, charging equipment manufacturer, maintainer, and electric utility.
  • Review other NEVI resources available from PennDOT’s website.
  • Contact ra-pdevcorridors@pa.gov with any questions.
