BUDGET IMPASSE FREQUENTLY ASKED QUESTIONS 

Fiscal Year Ending JUNE 30, 2015



With enactment of the Commonwealth’s Fiscal Year 2015-16 Budget, the Governor’s Office and the State Treasury Department have cooperated to jointly implement a plan to immediately begin initiating payment of invoices that have been processed, reviewed, and held in queue awaiting the fiscal year (FY) 2015-16 budgetary authorization to pay. In order to expedite the payment of funds to Commonwealth vendors for invoices that have been held during the budget impasse, the Governor’s Office and the State Treasury Department coordinated a process to review and hold for payment a substantial number of FY 2015-16 invoices received throughout the budget impasse. As a result of the advance processing effort, vendors will start receiving payments 4 to 7 business days for all advance reviewed invoices. Any remaining budget impasse invoices will be reviewed and processed as efficiently as possible and vendors will begin receiving payments within 7 to 15 business days. The Governor’s Office and State Treasury Department anticipate the Commonwealth will return to its routine invoice processing cycle within one week after passage of the budget. In order to obtain a status of outstanding FY 2015-16 invoices submitted to the Commonwealth, vendors can contact the Commonwealth’s Office of the Budget utilizing any of the following methods:

Commonwealth vendors can check the status of invoices submitted for payment using the payment lookup function found on the Pennsylvania’s Office of the Budget website (www.budget.pa.gov). To utilize this service when on the web site, select “Services for Vendors”, then select “Payment Lookup”.

Commonwealth vendors can also inquire on the status of invoices submitted for payment by e-mailing the Commonwealth’s Payables Services Call Center at RA-PSCPAYMENTINQUIRE@PA.GOV or by calling toll free at 877-435-7363 or locally at 717-346-2676. The Payables Services Call Center is open Monday through Friday 8 am – 4:30 pm EST.
