Consumer Protection Task Force Provides Information to Assist the Public Regarding Highmark, UPMC

Harrisburg – The state departments of Insurance and Health have posted on their websites a set of frequently asked questions (FAQs) to help consumers become informed on the facts regarding the Highmark and UPMC contract situation. These FAQs provide an unbiased source of information.

Governor Tom Corbett created an Interagency Consumer Protection Task Force in August 2013 to review advertisements and statements issued by both UPMC and Highmark to ensure that the two regulated entities are acting in a compliant and competitively responsible manner.

“While we recognize Highmark’s and UPMC’s legitimate right to compete in the market, they may not do so at consumers’ expense nor at the expense of fair and accurate information,” Insurance Commissioner and Interagency Consumer Task Force Co-Chair Michael Consedine said.

“With these FAQs, consumers can evaluate the information presented by UPMC and Highmark on access to providers and costs of care,” Secretary of Health and Task Force Co-Chair Michael Wolf said. “Our goal is to make sure consumers have a place to go in order to make informed healthcare decisions.”

The Task Force is comprised of senior-level management from the Pennsylvania Insurance Department and the Pennsylvania Department of Health, and its purpose is to coordinate the protection of consumers during a rapidly changing healthcare landscape.

The Task Force will continue to review the advertisements running on television and in print in western Pennsylvania to determine if the information is potentially misleading, confusing, inaccurate or incomplete.

The FAQs can be found in the “Top News” tab of the Insurance Department’s website at www.insurance.pa.gov.
