Background
An Anthracite Surface Mining Permit and associated NPDES Individual Permit has been submitted for review by the Department by Nova Coal, LLC located at 59 Main Street, Joliett, PA 17981. The mine site is referred to as the Broad Mountain Strip Operation and is located in Tremont Township, Schuylkill County. The Anthracite Surface Mine Permit number is 54250101 and the NPDES Individual Permit number is PA226548.
The site is located within the Baird Run and Lorberry Creek Watersheds. The receiving streams for the proposed permit area are Baird Run and Lorberry Creek via the Rowe Tunnel Discharge. There will be no discharge to Baird Run, which is designated as HQ and WWF. No discharge is proposed as drainage in the mining area will be infiltrated into the existing minepool which underlays the permit area and drains to Lorberry Creek through the Rowe Tunnel. An Individual NPDES permit is included in the permit application because the permit area is located in a watershed designated as High Quality under PA Code Title 25 Chapter 93.
The pending Anthracite Surface Mine Permit acreage is 305 acres and is situated at on the properties of Rick E. Bender and Lori Bender. The application proposes to mine the Lykens Valley 1, 2, 3 and #5 through #13 coal veins on 305 acres in Tremont Township, Schuylkill County. The initial operational area is 23.2 acres. The operator will post reclamation bond to ensure reclamation of the permit area. The post mining land use will be unmanaged natural habitat.
