Revenue Secretary Announces Departure of Lottery Director, Appointment of Interim Director


Harrisburg – Revenue Secretary Dan Meuser today announced that Pennsylvania Lottery Executive Director Todd Rucci will be leaving the administration to take a government and community relations position with PAP Technologies, a Lancaster-based company offering printing, mail, computer repair, fulfillment, staffing and casino services.


“I thank Todd for his public service and for his leadership,” Meuser said.  “Todd was instrumental in exploring new ways to grow Lottery revenues to meet the demands of a dramatically growing senior population, while simultaneously focusing on day-to-day operations of the Pennsylvania Lottery to maximize sales and foster teamwork among Lottery employees and retailers.”    


Before serving as Executive Director of the Pennsylvania Lottery, Rucci served as an Assistant Vice President for Private Banking at Susquehanna Bank, where he was instrumental in founding the Sports Division.


Governor Corbett also expressed his appreciation for Rucci’s service to the Pennsylvania Lottery.


“Todd has been an exemplary leader of the Pennsylvania Lottery over the last two years,” said Governor Tom Corbett.  “We have long shared the vision to grow the Lottery to support older Pennsylvanians.  His contribution to the commonwealth will not be forgotten.”


 “I’m grateful to Governor Corbett for this opportunity to have served Pennsylvania, particularly older Pennsylvanians, in advancing the Lottery’s mission,” said Rucci.  “I also thank the 200-plus employees of the Pennsylvania Lottery for their remarkable dedication to and enthusiasm for their jobs.  It was an honor to learn from you and serve alongside you, as your commitment to each other, Pennsylvania’s seniors and to the advancement of the Lottery inspired and rewarded me daily.”


Rucci was appointed Executive Director of the Pennsylvania Lottery on Sept. 6, 2011.  He will depart Nov. 22.


Robert P. Coyne, Esq., who has more than 25 years of service to the commonwealth and currently serves as Deputy Secretary for the Department of Revenue, will assume the role of Lottery interim director upon Rucci’s departure.
